MSM: Precast Concrete Manufacturing Skills

Precast concrete components are increasingly being used in residential buildings, commercial structures, bridges, and infrastructure projects. Precast concrete components are manufactured in a controlled environment then transported and assembled at the construction site. The industry is experiencing significant expansion in Australia.

Jobs and Skills Australia employment projection data for Concrete Products Machine Operator (711112) shows this occupation is in future demand on the Skills Priority List. The growing demand for precast concrete in construction projects underscores the need for a skilled workforce capable of manufacturing and handling these components efficiently and safely.

This project will review and update the MSM30318 Certificate III in Manufactured Mineral Products to meet the need for specialised skills and knowledge in the precast concrete industry.

Release draft products for broad stakeholder feedback in line with Consultation Strategy.

Public and government consultation for the Precast Concrete Project took place from 28 April 2025 to 23 May 2025. 

Industry provided feedback that that MSM30318 Certificate III in Manufactured Mineral Products should be reviewed to better capture current precast skills and knowledge requirements. A project was created to review precast coverage in the existing qualification, potentially update two existing units and create new units for inclusion in the qualification packaging rules.  

Feedback was sought on the following new and revised content in the Training Package to ensure it is accurate, relevant and meets industry needs.

Feedback was collected during the public and government consultation phase through information sessions, phone calls, emails, and feedback forms.

Senior Officials check
Seek feedback from Commonwealth, state and territory authorities, amend products as required.

The draft training products have been submitted to Senior Responsible Officers – senior officials in each state and territory and from the Commonwealth – who have reviewed the proposed training products to ensure any implementation issues identified during the consultation period have been resolved in each jurisdiction.

All feedback received will be captured in the consultation log.
