Training Package Maintenance - Minor Changes

As part of maintenance in the MEA Training Package, the following qualifications and skill set will be updated to reflect the revised MEA362 code and title change.

• MEA30222 Certificate III in Aeroskills (Mechatronics)  
• MEA40718 Certificate IV in Aeroskills (Mechanical)

A Technical Committee of subject matter experts has been established to provide industry and educational advice on the Project Overview and Consultation Strategy and the draft training products.

Public and government consultation for MEA: Update to MEA362 Maintain aircraft vapour cycle air conditioning services was open from 2 September until 27 September 2024. 

Industry stakeholders, including the Australian Defence Force, have identified barriers to use for MEA362 Maintain aircraft vapour cycle air conditioning systems. The current Range of Conditions field of this unit requires work with six systems; however, two of these are not standard in new aircraft designs and therefore not available in every industry context. These are 1) the condenser extension and retraction system and 2) the throttle system shutoff. 

The proposed update to this unit lists the same six systems but only requires work to be done on four of these. Additionally, these assessment requirements have been relocated to the Performance Evidence field and other changes have been made to improve clarity and align this unit with other MEA units. 

Feedback was sought on the suitability of the draft content to ensure it is accurate, relevant, and meets the needs of industry.

Public and government consultation took place between 02 September and 27 September 2024. 

Feedback was collected during the public and government consultation phase through information sessions, phone calls, emails, and feedback forms.   

We would like to thank all participants who provided their feedback and contributed to the development of the draft training products

The draft training products have been submitted to Senior Responsible Officers – senior officials in each state and territory and from the Commonwealth – who have reviewed the proposed training products to ensure any implementation issues identified during the consultation period have been resolved in each jurisdiction. 

All feedback received has been captured in the consultation log.

The MEA362 Project has updated one aircraft maintenance engineering unit, the skill set and two qualifications.

The proposed training products are supported by all stakeholders who gave feedback, including:

• employers that operate nationally
• smaller airlines and mechanical maintenance organisations, including regional enterprises
• Australian Manufacturing Workers Union
• Australian Licenced Aviation Engineers Association
• Registered Training Organisations
• Civil Aviation Safety Authority (CASA) and Defence Aviation Safety Authority (DASA).

The training products and project documentation have now been sent to the Assurance Body (Department of Employment and Workplace Relations), who will review them before submitting the products for ministerial endorsement.

The updated training products were endorsed by state, territory and Commonwealth ministers with responsibility for skills and training on 22 August 2025 and published on the National Training Register on 4 September 2025.
